文章认为，小城镇是区域网络结构的一部分，与区域内大中城市共同形成生态经济环境相时独立的一个系统，小城镇的自然生态环境基础较好，受财力物力所限，人工生态环境往往较差。必须注重保护小城镇自然生态环境，优化人工生态环境，用生态环境序理论指导的城市总体规划应包括小城镇的规划人城市区域网络整体的生态经济系统处于协调发展的有序状态。

This paper explicates that small towns as being a part of regional netty structure have become a relatively inde- pendent mutual ecology economic environmental system together with urban cities within their areas. The basic natural ecological environment of small towns is superior, but restricted by insufficiency in finance and supplies, the artificial ecological environment is usually inferior. Much attention should be paid to protecting the natural ecological environment and optimizing the artificial e- cological environment. The general project of cities guided by the theory of ecological environment sequence should include the project of small towns, therefore enabling the whole system of ecology economy of the regional network of cities to develop in harmonious and orderly condition.
