Economic Globalization means that the Chinese government has no alternative but to evolve an unprecedentedly intense competition with the governments of other countries on the international stage. To meet this need, the reform of Chinese executive and administrative system in the new century has to aim at the international standards, making efforts to establish an honest, efficient government, vigorously impelling the constitutionalization of administration, attaching great importance to training and bringing up top-ranking administrative staff, and thus setting up an honest, efficient, constitutionlizing, authoritative and competent government which links with the international society.
