摘要
台湾地区的留学政策自1954年以来修订了七次,其间还公布了几个具体的实施细则、办法和规定。留学政策的变更,对台湾地区的人才外流与回归产生了明显的影响。我国(大陆地区)正面临着人才大量外流的问题,因此有必要借鉴其经验、教训,制定科学、合理的留学政策,以吸引人才回归。
The studying abroad policy in Taiwan Region has been revised 7 times. During the period, several concrete rules, regulations have been promulgated. The change of the policy has created impact on the outflow and return of the talents. Our country is confronted with the laet that many talents are outflowing. So it's necessary to set scientific and reasonable poliey to attrack talents to return home.
