协调好生态、经济和社会效益的关系 ,取得土地资源利用的耦合效益最大是土地资源可持续利用规划的核心内容 ,建立了基于灰色线性规划的耦合模型 ,初步研究了利用层次分析法进行决策的方法 ,并以启东市为例进行了实证研究。图 1,表 2 ,参 3。
