卫生监督与疾病预防控制体制改革需要解决好的几个问题

Several Issues should be Solved Well during Reforming Health Supervision System and Disease Prevention and Control System.

目前全国的卫生监督与疾病预防控制体制改革已全面展开 ,文章从工作的实际需要和法律的角度 ,从六个方面来探讨两项改革中需要注意解决的问题 :(1)两机构工作职责划分的问题 ,(2 )两机构社会地位的问题 ,(3)卫生行政部门委托卫生监督等行政权于卫生监督执行机构的问题 ,(4)卫生监督与检验关系的处理问题 ,(5 )两机构经费来源问题 ,(6 )卫生监督执行机构内部管理和接受外部监督制度的建立等 。

The reform of health supervision system and disease prevention and control system has been carrying out comprehensively. This paper discussed some issues that need to be solved in the reform from six aspects, which were dividing the two organizations' work responsibilities, social status of the two organizations, department of health administration entrusting executive organization of health supervision with administrative authority (health supervision), sources of funds, and internal management and external supervision to executive organization of health supervision.
