摘要
在权利和权力的关系上 ,提出了权利本位论的思想 ,进而得出了权力源于权利、公权力不得侵犯私权利的结论。同时 ,为避免权力对权利的侵犯 。
On the relationship between right and power, the author puts forward an idea of right-based theory, from which a conclusion is drawn that power stems from right and power must not infringe upon right. At the same time, in order to avoid power infringing upon right, a system of power restriction is introduced.
