任何时代和社会的统治者或执政阶级无不十分重视其官吏的“德治”建设。区别只在于对“德治”的内涵有不同的解读 ,对具体概念有不同的提法。江泽民同志“三个代表”的重要思想为新时期加强领导干部“德治”建设指明了方向。在改革开放和发展社会主义市场经济的条件下 ,加强领导干部“德治”建设 ,应以“三个代表”为指导 ,在“五个把握”上下大力气 :正确把握“德”的内涵 ,确保“德治”建设的先进性 ;正确把握时代特征 ,增强“德治”建设的针对性 ;正确把握用人导向 ,提高“德治”建设的实效性 ;正确把握主导因素 ,提高“德治”建设的自觉性 ;正确把握责任体系 ,增强“德治”

Leaders of ruling class of any time and any society pay great attention to the officials' 'Morality' construction.The only difference lies in the different explaination of its intension,in the formulation of its specific conception.Jiang Zemin's idea of 'Three Representations' paves the way for the leader's 'Morality' construction of new times.under the condition of the reform and open door policy and the development of socialistic market economy,strenthening the leader's 'Morality' should be directed by 'Three Representations',emphasizing on 'Five Grasps':grasping the intension of 'Holding High Morality'as well as making sure the advantage of 'Holding High Morality'construction properly;Holding its current features,highlighting the aiming of 'Holding High Morality'construction;grasping the proper direction of making use of talents,improving actual effects;grasping the dominate elements properly,improving 'Holding High Morality'conciousness;grasping the system of responsibility;mproving the integration of 'Holding High Morality'.
