安徽省卫生总费用实际使用法研究报告

A Research on Total Health Expenditure by Function in Anhui Province

卫生总费用实际使用法是根据消费者所接受的各种卫生服务的数量和成本价格估算卫生总费用的一种测量方法。中国卫生总费用核算小组根据上述原则与方法测算了安徽省1997、1998年卫生总费用。首次介绍了在安徽省应用实际使用法测算卫生总费用的目的、指标体系及其理论依据、测算方法及结果。从卫生总费用的总量及其构成、发展速度等方面与全国卫生总费用相关指标进行了初步对比分析,并提出了有关的建议。

The measurement method according to the quantities of health services is a measurement method which is used to estimate and account the Total Health Expenditure (THE) by function, according to the quantities of health services and their cost or prices. According to the principles and methods above mentioned, a task force of THE were organized to estimate the total health expenditure in 1997 and 1998 in Anhui province. It is introduced in this paper, at the first time, the measurement purpose; indicator system and theoretical bases. A brief analysis from various aspects, such as total sum and interior structure of THE; development speed of THE is issued. Simultaneously, a comparative analysis between relative indicator of Anhui province and whole national is made. Some relative suggestions are also presented in the article.
