发展小城镇与实现城乡一体化

城乡一体化是实现城乡之间的经济联系和社会进步的要求。要打破二元经济的制度约束,以小城镇建设为突破口,通过“农村工业化”向“城乡工业一体化”转变,架起城乡一体化的桥梁;通过“农业生产追量的扩张”向“贸工农一体化追求质的提高”转变,奠定城乡一体化发展的经济基础;通过“农村城镇化”向“城乡一体大循环”转变,推动城乡一体化取得实质性进展。

Rural and urban integration is very important to social and economic dev elopment. To break the restraint of dual economic system,we should construct small cities and towns,transform from'rural urbanization'to'integration of urban and rural industries'to facilitate urban and rural integration. The transformation from'agricultural production in pursuit of expansion of quantity'to'integration of commerce,industry and agriculture in pursuit of improvement of quality'lays the economic foundadion for urb an and rural integra-tion;the transformation from'rural urbanization'to'cycle of rural and urban integration'helps the rural and urban integration make substantial progress.
