开发区闲置土地成因机制及类型划分

CAUSAL MECHANISM AND CLASSIFICATION OF IDLE LAND IN CHINA'S DEVELOPMENT AREAS

在实地调研、考察以及大量相关资料分析的基础上 ,阐述了我国开发区闲置土地的形成机制 ,并据此将开发区闲置土地划分为规划控制型、区位不理想型、经济实力欠佳型、开发效益较低型和技术支撑不够型等 5种类型。再通过选取可能造成高新技术产业开发区和经济技术开发区土地闲置的 1 0多个因子 ,运用因子分析法 ,分别将 52个国家高新技术产业开发区和 2 9个国家经济技术开发区划分为以上 5种类型之一或 2种类型结合的混合型 。

The causal mechanism of China's development areas is analyzed in detail based on investigations, field surveys and available data. Five types of unused land are identified as leaving unused due to unsuitable planning and exploitation, leaving unused due to unsuitable location, leaving unused due to weak economic strength, leaving unused due to low exploitation efficiency, and leaving unused due to inadequate technical support. Then by selecting over a dozen factors that may cause these land leave idle, the paper divides 52 national high & new technological development areas and 29 national economic & technological development areas into one of the five categories or combined type among the two categories. The research result will greatly facilitate administering and reorganizing the idle land of China's development areas and therefore, advance appropriate policies for utilization and exploitation of these kinds of idle land.
