公众参与在环境管理中的作用已被世人所公认。本文就公众参与环境管理的理论依据、法律依据和现实依据进行了有益的探讨。旨在使人们对公众参与环境管理的依据有个深入了解,引起人们的重视。
The people s attention has been caused by the function of environmental management by the public. I have discussed the theory basis, law basis and actual basis of environmental management by the public. It s aim is to make the people understand the importance of environmental management by the public.
