中国发展知识经济的必要条件

NECESSARY CONDITIONS FOR DEVELOPING KNOWLEDGE-BASED ECONOMY IN CHINA

该文提出了在中国发展知识经济的必要条件是 :确立企业是技术创新的主体地位 ;教育要革命和切实加强基础研究 ;政企分开 ,明确主体、抓住载体、组建联合体 ,组建“官产学研商”联合舰队实施技术创新 ,出台《中国技术创新法》。教育要革命的主要内容是把功利教育转变为素质教育和终身教育 ,真正实现教育面前人人平等 ;切实加强基础研究首先要处理好科学与政治的关系 ,正确理解国家需求和科学前沿相结合的内涵 ,创造一个有利于基础研究的宽松环境 ,培养一批耐寂寞、守清贫、肯钻研的科学家。

The necessary conditions raised for developing knowledge based economy in China are: 1) to establish leading position of enterprises in technical innovation; 2) to revolutionize education and energetically strengthen basic research; 3) to practise separation administration from enterprises, clarify mainstream, grasp carrier, organize association, organize combined fleet of 'official organs, industries, schools, institutions and commerce' to practise technical innovation, and work out New Laws on China's Technical Innovation. The main content to revolutionize education is to turn utility education into quality education and lifelong education for truely realization of all equals in the eyes of education. To energetically strengthen research is, first of all, to handle properly the relationship between science and politics, correctly understand the connotation of integrating state requirement with science frontiers, create a loose environment favourable for conducting basic research, and train a batch of scientists who can bear loneliness, maintain impoverishment, and make careful studies.
