新修订的《海洋环境保护法》、《大气污染防治法》对排污收费制度进行了重大的改革。本文论述了排污收费制度存在的不足及此次重大修改的意义 。

The system of charges on pollution discharge was reformed by the new revised 《marine Enviormental Protection Law》、《Law on the Prevention and Control of Air Pollution》.The thesis discussed the inadequacy of the system of charges on pollution draining and the significance of this revision and the lawful thought on the advanced reform on the system.
