分析了建筑工程项目造价预测几种方法的缺点，提出了建筑工程造价的变结构神经网络预测模型，从理论和实例上说明了该方法的优点，为建筑工程造价管理提供了新的方法，也有助于电力工程项目造价预测管理。

In this article, the authors analyze the disadvantages of previous approaches for estimating building project cost and proposed a new method called VANN. Its advantages are introduced both in respect of theories and practical examples. It offers a new way for cost management of building project. It is also helpful in estimating the cost of electric power project.
