战略性贸易政策理论以规模收益递增和不完全竞争的市场结构为前提假设，较之传统的比较优势理论或资源禀赋理论，它能更好地解释二战后国际贸易领域里出现的新贸易现象。战略性贸易政策理论有“利润转移”与“外部经济”两个思想派别，并以博弈论、产业组织理论和国家经济干预思想为其理论基石。战略性贸易政策理论主要研究当代国际贸易产生的原因及战略性贸易政策的应用等问题。战略性贸易政策的理论和应用具有一些约束性条件。

：The strategic trade policy theory has two prerequisites:economies of scale and im perfectly competitive market structure.Comparing with the theory of comparative costs or the theory of factor endowment,the strategic trade policy theory can well explain the new international trade phenomenon after the Wold War Ⅱ.It can b e divided into two thinking schools:“profit transfer”school and “external eco nomy”school.The theoretical foundation of the strategic trade policy theory is the theory of Game,the theory of industrial organization and the theory of gover nment intervention.The strategic trade policy theory mainly studies the canuse o f international trade and the application of the strategic trade policy theory.B ut the theory itself and its application have some restrained conditions.
