基础研究的制度改进

Of rule improvement of base research

本文对基础研究的经济属性做出了分析 ,认为目前在这方面存在的问题需要通过制度改进来解决 ,放弃课题立项的做法 。

Economic properties of base research are discussed in this paper. I think that it is needed to reform fule for resolving problems of base research: providing subsidies for outcome of base research that have been made public instead of planning issues.
