区域条件对土地制度的约束——以滇西北地区为例

LAND INSTITUTION LIMITED BY REGIONAL CONDITION

针对中国土地使用制度变革以来东西部经济变化存在差异这一现象 ,以滇西北地区为例 ,从区域条件与土地制度角度 ,分析了同一“家庭联产承包制”下 ,与其它地区的不同效应 ;滇西北地区区域内部差异 ,以及“草地承包”、“四荒有偿出让”实施的效果和存在的问题 ,提出区域条件对土地制度的约束作用 。

With reforming of the land use institution, different economy changes existed in the eastern and western china Form the regional condition and land tenure point, this paper analyses the different result under the same institution of 'the responsibility to home cultivated land'between the northwest of Yunnan province and eastern china So do it within the northwest of Yunnan province Then, the results of the institution 'responsibility to meadow'and 'reform on the wasteland'were draw up lastly, the paper proposes to the theory of regional condition's limits to the land institution, and point out that the key factor of the poverty in northwest of Yunnan province is the underdevelopment of non-cultivated land
