摘要
“九五”期间,我国在扩大就业、转移农村剩余劳动力、改善就业结构、深化劳动就业管理 体制改革等方面取得了显著成绩,但也存在就业压力大、劳动力素质低等等实际问题。在 “十五”期 间,主要应该采取以下对策:大力发展教育事业、大力发展农村非农产业、发展小城镇、扩 大对境内外的劳务输出、发展城乡第三产业、完善劳动力市场、扩大社会保险覆盖面。
:In the Ninth Five-year Plan period,China made remarkable achievements in increasing employment opportunities,transferring rural surplus labor,reforming employment structure and deepening the reform of empl oyment,but there still are such problems as the great pressure of employment and the low quality of labor.In the Tenth Five-year Plan,the main counte rmeasures are:developing education,developing the rural non-agricultural industries, developing the small cities and towns,increasing exported laborers to other prov inces and other countries,developing the tertiary industry,perfecting labor market administration and extending the range of social insurance.
