关于公共管理内涵及其与公共行政之间关系的争论 ,只有通过辨析Manage ment和Administration两个术语 ,并考察公共行政 (PublicAdministration)和公共管理 (PublicManagement)在国外的起源和发展 ,才能得到澄清。通过剖析和整合公共管理、公共行政和新公共管理之间的关系 ,我们可以尝试性地建立现代公共管理的基本框架。现代公共管理与以往的研究途径相区别 ,其管理主体大大外延 ,它以问题取向、顾客取向、结果取向为基本的价值取向 。

Debates over the connotation of public management and its relations with public administration can not be clarified without differentiating the origins and evolution of the two terminology, namely management and administration. Only by analyzing and integrating the relations among public management, public administration and the new public management can we tentatively set up a basic framework of modern public management. Modern public management differs from any previous research approaches and its management subject is greatly expanded, with problem orientation, client orientation, result orientation as its basic value orientations, and with public interests as its most essential contents.
