矿产资源“走出去”开放战略的基本构架及政策建议

International Expansion of Mineral Resources Exploration Strategic Conception and Policy Proposal

实施“走出去”勘查开发国外矿产资源的开放战略 ,是保障 2 1世纪我国经济可持续发展的必然选择。文章在论述“走出去”重要意义的同时 ,着重阐明这一战略的指导思想、战略目的、战略部署和战略重点 ,并在此基础上提出国家推动矿产资源“走出去”战略的系列政策措施。

International Expansion of mineral resources is an open strategy for the sustainable development of our economy in respect to mineral resources.This article deals with the significance,the instructive thinking,the goal,the deployment,and the focus of such strategy.In addition,some policy measures are proposed for implementation of the strategy.
