摘要 在分析了新经济时期人才资源特征的基础上 ,运用经济学分析工具对市场经济条件下人才资源的流动配置规律进行了探索 ,为政府、地区和企业更好地吸引、开发和利用宝贵的人才资源提供了一些有重要参考价值的理论根据 ,明确指出 ,要使我国地区经济平衡协调发展以及顺利实现西部大开发战略目标 ,必须尽快运用政策手段加强对人才资源流动配置的宏观调控 ,并提出了相应的政策建议。 Based on the analysis of the characteristics of talents resources in the new economic era, this paper probes into the flowing disposing rules of talents resources under market economy by means of economic analyzing tools, and therefore, provides some theoretical bases with referential values for government, regions and enterprises to attract, develop and use precious talents resources. Meanwhile, it points out that policy measures must be taken to strengthen the macroscopic readjustment and control of the flowing disposition of talents resources in order to make regional economies of China develop smoothly and harmoniously and to realize the strategic objective of west development. Finally, this paper puts forward corresponding policy suggestions.
