国有企业的政企分开问题是建立现代企业制度的一个重要内容。国有企业的政企不分 ,在很大程度上是由国有企业的本质所决定的 ,不单单是一个经济体制问题 ,国有经济从经济关系上来说就是国家是企业资产的所有者 ,国家必然享有对企业管理的权力 ,享有保证国有资产保值、增值的权力。只要国家是国有企业的唯一所有者 。
