人才是知识经济的关键 ,创新是知识经济的灵魂 ,必须提高全民族的科学文化素质 ,培养大量的具有创新能力的高素质人才 ,才能迎接知识经济的挑战。传统的高等教育体制 ,特别是办学体制和管理体制不能适应知识经济对人才的需求 ,因此 ,必须加速高等教育体制改革的步伐 ,逐步建立起与知识经济时代相适应的高等教育体制。

If qualified personnel is the heart of the knowledge economy,innovation is its soul.Only when the scientific and cultural quality is raised and qualified personnel with innovative ability is trained can we face the defiance of the knowledge economy.Because the traditional system of higher education,esp.the system of college raising and management cannot provide the personnel for the knowledge economy,the pace of reforming the higher education should be quickened.The adequate system of higher education to the time of the knowledge economy should be gradually set up.
