分析了农村乡镇政府的几种主要财政行为 ,包括提留款、计划生育罚款、外出务工无证罚款、违反规划种植罚款和其它行政性收费等 ,之后利用经济学原理分析了这类财政行为的经济后果 。

This paper analyzes the unreasonable financial behavior of the town government, such as deducting money, the fine of breaking the birth control, the fine of planting disobeying the rules and so on, and further illustrates the economic effects of such behavior according to the theory of economy.Finally it draws a conclusion that various unnormal way of charges in the countryside will hold back the development of the village economy in China.
