Explained are the necessaries of and the urgency of initiating the project of water diversion from the South to the North via the western course(the project called hereafter). Briefly introduced are the progresses made in the researching on the project. Clearly defined are the guidance for planning on the project to be followed, the tasks to be done, the goals to be reached, and the scope the project will cover. Summarized are the main re search achievements in terms of prediction of water shortage, amount of the water that can be diverted, geolog ical conditions in the region, schemes for the project and the suggestion of the carry-out of the project.
