本文论述了水利水电工程环境影响的特点 ,强调了水利水电工程建设与运行过程中环境管理与监测的重要性 ,指出了水利水电工程环境影响评价所拟环境管理与监测计划中应重视环境管理和监测的对象、环境保护对策措施的针对性、经济性和技术可行性、环境管理与监测计划的可操作性、环境管理与监测活动的组织与实施等问题 .最后 ,以某水利水电工程为例 ,介绍了环境管理与监测计划的轮廓、拟订方法和主要内容 .

This paper discusses the characteristics of environmental impacts of hydro projects and highlights the role of environmental management and monitoring in construction and operation periods of the project. It is pointed out that emphases should be placed on the contents of environmental management and monitoring, feasibility of environmental protection measures, easiness of implementation of the environmental management and monitoring plan(EMMP), organization and implementation of environmental management and monitoring activities in EMMP prepared in EIA. An example is given for demonstration of the outline, approach and major contents of EMMP.
