Monitoring and Controlling Urban and Regional Development by Means of Sustainability Indicators in the GKA

本文阐述了"大昆明区"区域城镇发展的监测和控制理念,着重于指导规划的战略层次,提出一套用于控制目标达到与否的可持续发展核心指标,其前提是在昆明的行政体系中形成相应机制.同时提出了一个控制体系统的程序与职责的建议.最后向昆明有关机构提出了瑞方的推荐意见.

This paper shows how such a monitoring and controlling concept for urban and regional development could look like. It specially focuses on the strategiclevel of guiding planning and proposes a set of sustainability core indicators to control the achievement of objectives.With regard to the administrativestructure in Kunming, the paper formulates a set of institutional preconditions and suggests a monitoring and controlling process. It further indicates howresponsibilities could be divided up among the current administration. Based on this proposal, recommendations are made to Kunming authorities.
