摘要
为适应气候变化领域国际斗争的需要 ,本文分析了中国能源生产消费特点、温室气体排放情景、能耗强度和温室气体排放强度及其发展趋势 ;在温室气体限控上提出能源效率与人均温室气体累积排放、与人均GDP发展水平。
First the characteristics of energy producation and consumption in China, the scenarios of GHG emission, the intensity of energy consumption, the intensity of GHG emission and their development tendency are firstly analyzed in the paper. Then, based on the related study of the efficiency of energy consumption and emission intensity in China and major foreign countries, the paper points out that although the efficiency of energy consumption in China now is still higher than that in major developed countries of the world, the decline rate of energy consumption intensity ranlcs the first in the world. Finally, the criterion of relationships in energy efficiency with GHG accumulative emission per capita, with GDP development level per capita and with technical transfer are suggested. Meanwhile, the paper emphasizes that the objective of GHG control in the future should be determined by accumulative emission per capita. And the developed countries should make a great contribution to reducing the GHG emission through fund aid and technical transfer to developing countries and help them improve the efficiency of energy consumption.
