加大四川盆地天然气工业的政策扶持力度

STRENGTHENING POLICY SUPPORT TO THE NATURAL GAS INDUSTRY IN SICHUA N BASIN

实施西部大开发战略 ,启动“西气东输”工程 ,大大拓宽了四川盆地天然气工业的发展空间 ,这对造福西部地区和推动东部经济发展具有重大的意义。四川天然气工业作为我国西部经济发展的重要基础产业和支柱产业 ,政府如何加大政策扶持力度 ,采取倾斜政策 ,优化能源结构 ,做好资源配置 ,创造良好的发展环境 ,是加快天然气勘探、开发、利用 ,实现四川经济跨越式发展的重要保证。文章针对盆地天然气工业的市场环境 ,从规范政府行为、完善地方天然气法规及实施办法、调整天然气配额政策、推行天然气价格市场化、放宽天然气投资资金筹集政策、税费扶持政策、“天然气上下游一体化”综合开发政策和制止“三乱”政策等方面提出了建议。

Enforcing the strategy of developing the west region on a large scale and starting the west-to-east gas transmission project makes the development space of the natural gas industry in Sichuan basin greatly enlarged, which is of an important significance for bringing benefit to the west region and pushing forward the economic development of the east region. Sichuan natural gas industry is an important basic and backbone industry for developing the economy of the west region of China. Strengthening the government's policy support, carrying out a political inclination, optimizing the energy source structure, making a good resource distribution and creating a good developing condition are the important guaranty for quickening the exploration, development and utilization of the natural gas in Sichuan basin and for realizing the economic development with leaps and bounds in Sichuan. In this paper, in view of the market ambient of the natural gas industry in the basin. Some proposals related to standardizing the government conduct, perfecting the local laws and regulations for the natural gas industry and their enforcement measures, regulating the natural gas distribution policy, pursuing the market price of natural gas and softening the raising policy for natural gas investment fund, the support policy of the tax and the integral comprehensive development policy for both upstream engineering and downstream one of natural gas industry, etc., are presented.
