The meaning of cigarette technological innovation capacity is discussed.The index system is raised to evaluate the technological innovation capacity from eight different ways,innovation consciousness capacity,research and development capacity,technological advance capacity,production capacity,putting in capacity,selling capacity,financial capacity and product effect capacity.The AHP is applied to evaluate cigarette enterprises.And Xuchang Cigarette Factory is taken as an example for positive analysis.
