摘要 重庆市水土流失面积 5 2万km2 ,年进入江河的泥沙量达 1 4亿t。“长治”工程实施 12年来 ,共完成水土流失综合治理面积 1 5 18万km2 ,已治小流域年土壤侵蚀量减少近 80 % ,农民年人均增收 2 0 0元。全市建立健全了水土保持监督机构 ,培养出一支能征善战的行业骨干队伍。新世纪初期拟加强对水土保持工作的领导 ,充分发挥人大的监督作用 ,多渠道、多形式增加水土保持投入 ,强化监督执法 ,提高水土保持的科技含量 ,依法开展水土流失监测预报。 There is soil and water loss area of 52 thousand km 2 in Chongqing with annual average sediment inflow into rivers of 140 million tons. After “Yangtze River harness” project implemented for 12 years, there have totally comprehensive management of soil and water loss area of 15 180 km 2 completed. The annual soil erosion in small watershed is decreased about 80% after harness, the average income for every local farmer has been increased by 200 Yuan. Supervision institution has been established and perfected in whole urban region, and raised a professional team skillful and hard work for soil and water conservation. In the beginning of the new century, the leadership for soil and water conservation should be strengthened, bring into full play of the supervision role of the people's congress of Chongqing, increase investment to soil and water conservation from different channels and in various forms, enhance supervision and law enforcement, heighten scientific content in soil and water conservation, and develop prediction and monitoring of soil and water loss according to the laws.
