丽江地区林产业结构调整研究

Study on Forestry Restructure of Lijiang Prefecture

丽江地区林产业存在着内部结构不合理 ,经济体制不完善 ,管理体制没有理顺 ,产业投入减少 ,科技含量低 ,企业资产大量闲置等问题和困难 ,面临着结构调整任务。在调查分析其结构特点及其发展的利弊环境条件基础上 ,提出林产业结构调整的思路、原则、近、中远期目标 ,拟定了以第一产业中的森林培育、森林花卉业和野生动物驯养繁殖 ,第二产业中的林产工业和林果加工与贮藏 ,第三产业中的森林旅游和林商贸易等为重点的建设布局。制定了加强行业管理 ,深化改革 ,完善机制 ,加大产业投入 ,积极培养和引进人才 ,健全科技推广体系 ,积极开拓市场 ,提高生产经营者收益等对策措施。

There are problems and difficulties in forestry industry of Lijiang Prefecture, such as irrational inner structure, imperfect economy system, shrinking of investments, poor technology, too much unoccupied capital and coming restructure. The author proposed industry restructure and principles including near_term, middle_term and long_term targets. And formulated a new construction arrangements. The first industry would be focus on forest conservation, forest flowers cultuer, animal raise and training. And the second industry focuses on forest products, forest fruits processing and storage. And the third industry focuses on forest tour and forest products trade. And drafted strategy measures about enforcing industry management, deepen reform, consummating system, enlarging industry system, training staff and importing talents actively, updating new technology extension system, developing markets and raising salary and so on.
