摘要
文章论证了以局为单元发展产业经济的必要性和可能性 ,提出了发展产业经济的产业方向、产业重组的主要内容 ,并通过“两分离一分流”、政策支持等举措 ,保证以局为单元的产业经济的发展。
The paper proves the necessary and possibility of developing industrial economy taking bureau as unit, and it puts forward the industrial orientation, main content of industrial reorganize and measures.
