文章认为 ,在新的形势下为推进矿业发展 ,必须强化和规范矿业权管理 ,培育和规范矿业权市场 ,以落实国家对矿产资源的所有权 ,完善矿业权有偿取得的激励竞争机制。文章就此提出了建议并指出了运行过程中应注意的问题。

The paper considers that the administration of mining property should be strengthened & regularized, as well as the market of mining property should be established & regularized in order to promote the development of mining industry under new situation, to carry out national title of mineral resources, and to perfect stimulation & competition mechanism as paid getting mining property. Then, the paper points out problems should be focused.
