The idea of establishing foreign experts in formation system,which contains project sub system,foreign expert sub system and fruit sub system,in foreign affairs management has been put forward.This is aimed to specify,formalize and standardize the management of foreign experts and to integrate the information of foreign experts as a sharable resource for various clients
