Economic Analysis and Countermeasures on the Yellow River’s Cut-off

黄河断流在很大程度上源于体制因素,本文通过博弈分析指出现有指令配水模式的症结所在。在对沿黄地区进行经济分析的基础上,提出建立黄河流域经济与市场共同体,引入流域水资源“准市场”,建立合理高效的水分配机制,进一步推进流域水资源统一管理调度的一系列对策建议。

This paper focuses on the increasingly serious problem of the Yellow River' s Cut -off.Based on Game Theory,the current mechanism is pro ved to be imperfect.It proposes the e stablishment of an economic and arket community in the Yellow River basin.Then it discusses resources distrib ution mechanism,calledquasi -water -market,which is rational and efficient tased on the analysis of the economic sta tus of the Yellow River basin.It also puts forward suggestions on int egrated management and dispatch water resources along with the river basin.
