Knowledge economy, which is a brand-new economic formation based on the latest technology and the quintessence of human knowledge, signals a new era. Innovation, the essence of knowledge economy, is a self-conscious behavior which demands careful planning, theoretic guidance and versatile and qualified personnel. Knowledge economy ushers in a new era of learning, and learning activities have become one of the basic social activities.
