出于传统和我国现状的考虑，人们总是对限制公务员的权力给予更多的关注。实际上，公务员权力的保障与限制在社会发展进步过程中的作用同样重要。对公务员权力的保障，可以使公共事务的管理有效地实施，增进公共利益和福利；对公务员权力的限制，可以防止行政权力使用不当或滥用，损害人民的利益。

Considering for the traditions and the current situation of our country, the public people always pay close attention to the restriction of public servants' power. In fact not only the restriction but also ensurement of the public servants' power is of the same importance in promoting the development of our society:the ensurement of their power can make the public affairs be effectively executed, increase public interests and welfare. Restricting the servants' administrative power can prevent its abuse or improper use, which leads to infringe upon the interests of the people.
