Under the condition of market economy,some local governments and enterprises and institutions still make d ecisions based on the local resources instead of the producers' and consumers' demands reflected through market ex change,which causes low effiency,c losing and improper distribution of resources and aggra vates the phenomenon of seeking rent .This paper mainly analyses the negative effect causes and forms of de-cision -making based on the resource s and the importance of the change of t he demand -oriented decision -makin g way.
