On an US Expert's Affirmation to the Failure of Britain Electricity Market

英国是最早实施电力改革的国家,也作了一些宝贵的探索,曾成为各国电力改革的带头羊,其经验和成绩也被广泛宣传过。但今年3月它被迫放弃联营交易(Pool)方式,实行批发市场的某个电力交易规则(NETA)。对此,美国电力专家断言已证明英国的10a电力改革和美国加州等地一样也是一次失败。但英国新采用的NETA模式却具有新意,应密切关注其实施的后果。文中还给出有关的分析和建议。

UK is the earliest country begun to restructure its electric power industry,and obtained some positive experience.So,UK played the role of a bellwether among all other countries.In the beginning of2001UK elimi-nated the Power Pool and instituted the NETA to deal in wholesale market.An US Power expert affirmed that this big change concluded a similar failure as in California also for Britain Power deregulation over past10years.But NETA seems meaningful and should be paid attention to its further implementation.Some related analysis and sug-gestions are also given in the paper.
