在当前科技的效用越来越强的情形下 ,有必要对科学研究 ,特别是对一些高新技术的应用作伦理上的评价 ,并给与一定的制约与引导。这样做 ,既可以在某种程度上防止其滥用 ,不让潜在的危害转变为现实 ;又有助于认清科学研究自身的局限或某种不足 ,以便及时纠偏补纳 ,改善其理论与技术。可以断言 ,对科学研究、技术应用作必要的价值评估与引导 ,不仅不会阻碍科学技术的进步 ,相反 。

The increasingly stronger efficacy of science and technology has rendered it necessary to evaluate ethically scientific research, especially the application of high and new technology, and offer certain ethical constraint and guidance. By doing so, the abuse of science and technology can be prevented to some degree, the potential danger would not turn out to be reality, and the inherent deficiency or disadvantage of scientific research can be understood more clearly so that it can be remedied and improved in time. It can be declared here that the ethical evaluation and guidance of scientific research and technological application won't hinder but will benefit the development of science and technology.
