在邓小平理论中 ,“科学技术是第一生产力”的论断占有极其重要的地位 ,然而在理论界仍有不同的理解和认识。有一种观点认为“科学技术是第一生产力”指的是科学技术渗透到生产力三要素之中 ;还有一种观点把“科学技术是第一生产力”解释为“第一位变革的作用”“首要的因素”。事实上 ,“科学技术是第一生产力”应当包括两层含义 :第一层含义是科学技术是一个独立的生产力 ,即科技生产力 ;
