On the Chinese Administrative Values within the Natural Economic Formation

在重构我国新时期的行政价值观之前，应当叶我国行政文化的历史演变有一个系统的分析与思索。唯有很好地了解历史，正确地评判历史，方能为有效建构应时应需的行政价值观体系打下良好的基础。本文对自然经济形态下的中国核心行政价值观进行了较为严密的探讨，并从目的、手段、制衡和规则４个角度对当时的行政价值观体系进行了深层剖析与思索，旨在为我国行政文化创新工作提供一定的借鉴与参考。

In order to innovate the modem Chinese administrative values,we should first have a systematic study and deep-thinking over the historical development of the Chinese administrative values. A suitable and well-based system of administrative values can be effectively formed only when we have a thorough understanding and correct judgment on the history. In this paper a close study is made on the core administrative values in China within the natural economic formation, with an analysis of the administrative values of the time from the four angles, namely, purpose, means, restriction and regulation, and thus the some relevant references for the innovation.
