从源头上预防和治理腐败的思路和对策

Ideas and Measures of Preventing and Controlling the Corruption from the Very Beginning

新的历史条件下 ,腐败已成为危害我们党政治、经济建设的大敌。当前腐败现象具有 :隐匿性、交易性、行业性、顽固性等特点。腐败现象的产生有体制方面 ,也有市场经济方面的消极影响 ,还有对权力监督约束失之于宽 ,失之于软的原因等。从源头上防治腐败的产生需要 :加强教育 ,筑起思想防线 ,使人不想腐败 ;强化制度建设与监督体系 ,使人不能腐败 ;严格执纪 ,加强大案要案查处力度 ,使人不敢腐败。

Under the new historical situation,the corruption has become a dangerous enemy to the political and economical reconstruction of our Party.Nowadays,the concealingness,the dealingness,the professionalness and the stubbonness are its features,the reason of which comes either from the system,or the negative influence of the market economy,or the weak supervision of the power.In order to prevent the corruption from the very begining we should take the following steps:strengthening the education and setting up the line of defence of thought,which makes people far away from the corruption;enhancing the reconstruction of the system and supervision,which does not allow people to corrupt;strictly following the principles and strengthening the detection of big and serious crimes,which makes people fear the corruption
