摘要
国企经营困难、活力不强 ,主要原因之一在于长期以来 ,在考察培养、选拔使用、监督制约国有企业经营者配置方面实行的是一套行政化的机制。因此 ,尽快实现企业经营者配置由行政化向市场化的转变 ,乃是搞活国企的关键环节。本文阐述了企业经营者市场化的概念及实行企业经营者市场化的必要性。
One of the main reasons why SOEs have been operating very difficultly for a long period of time is that a set of administrative mechanism is implemented in aspects of examining,training,selecting,employing,supervising and restricting SOEs'managers.Therefore it is the critical link for invigorating SOEs to realize the transformation of the disposition of SOEs'managers from administrative pattern to market pattrtn. This papen expounds the concept of general adoption of market principle about SOEs managers,introduces the necessity and methods of practicing general adoption of market principle,and points out some relations need treating well in practicing general adoption of market principle.
