关于我国农村教育经费短缺问题的思考

Personal viewpoints on the Problem ofFund Shortage in Rural Education in China

建立于传统农业之上的乡镇财政的脆弱性,是造成目前又一轮大面积拖欠农村教师工资局面的根本原因。考虑到各地区间经济发展的不平衡性规律,要解决农村教育经费短缺问题,除发展落后地区的经济外,应在提升农村教育经费统筹重心、建立教师工资直拨制度以及推进农村教育体制整体改革的同时,尤其注重加强中央和省级对贫困农村地区财政转移支付的力度。

The main reason causing rural teachers' pay being delayed and owed in a large scale is the vulnerability of village and township finance built on traditional agriculture. Because of unbalanced economic development of different regions, we must develop economy in the less developed regions in order to solve the problem of fund shortage in rural education. Besides we must raise the overall center of rural education fund, establish the system of allocating money directly to teachers and carry forward the reform in rural educational system. But above all, we must strengthen central and provincial control of financial transfer payment in poor regions.
