Opportunities and Challenges: Accession to the WTO and China's Safe Production

最近几年,以美国为首的发达国家一直努力使“社会条款”纳入世界经济贸易体系之中,在“关注发展中国家人权状况”的旗号下,反复提出“劳工标准”问题,即把本国安全生产问题与国际贸易挂钩。由于经济、技术和历史等原因,中国的安全生产与发达国家相比存在很大差距,在短时间内很难达到“公认国际劳工标准”的要求。因此加入WTO后,我们面临劳工标准问题的严峻挑战。

Abstract:In recent years,the developed countries headed by the US have tried to incorporate “social issues”into the world trade frame- work and repeatedly put forward the issue of“labor standard”in the name of “concern for the human rights conditions of the devel- oping countries,”i.e.,linking the issue of safe production in a coun- try with international trade.Due to economic,technical and histori- cal reasons,safe production in China lags far behind that in the developed countries and it is very difficult for China to meet the requirements of “internationally accepted labor standards” in a short period.Therefore,China faces great challenges in terms of labor standard.The author thinks that the state should formulate pro- grams and organize researchers to study the specific issue of labor standard and the WTO;initiatives should be taken to do a good job in domestic safe production;lay a solid foundation and gradually realize the compliance with international labor standards;sign Pact No.155 and No.161 of ILO in the condition of ripe time.
