摘要
基于公共资助开展的研究，其知识产权问题是复杂的。如何既能满足人们保护知识产权、合理利用知识的愿望，又能保证尽可能快地和尽可能广泛地传播知识以保护公众利益并在较大范围内促进竞争，这是公共资助形成的知识产权政策应该考虑的重点。
IPR from public funded research is very complex. How to satisfy the desires of peoples to protect knowledge and ensure that the public interest is protected by disseminating knowledge as far and as possible and also promoting competition, it is a key point that policy of IPR from public funded research should concentrate on.
