对比美国和澳大利亚煤层气发展经验 ,提出了发展我国煤层气产业的几个关键问题 :在产业建设的规划和管理、外商投资、开发利用的配套上需要优惠的政策鼓励 ;在前期经济投入规模、国家投资和国际融资上需要可靠的投融资体系 ;在技术创新和技术发展战略上要突出理论突破、技术引进和科技投入 ;煤层气开发要以项目为单位 ,以效益为杠杆 ;
Comparing the experiences of the US and Australia in coalbed methane development, this paper discusses several key problems in the development of coalbed methane industry in China: the availability of encouraging and preferential policies for the coalbed methane industry planning and management and foreign investments in coalbed methane development and utilization; the availability of reliable investment and financing systems required by the preliminary input scale, state investment and international financing; the availability of theoretical breakthroughs, technical imports and technical investments on the strategy of technical innovation and technological development; coalbed methane development shall be carried out by individual project aimed at optimal economic benefit; and coalbed methane development calls for outstanding technical and managerial personnel.
