On the Character of the Modern Open Education and the Restrictve Factors of Its Development

本文分析了开放教育的特点和制约其发展的主要因素。并扼要介绍了港、台开放大学在教学管理和课程考核方面的基本做法 。

The article analyzes the characters of the Chinese modern open education and the main factors that restricts its development. For the reference, it introduced the basic methods of HongKong and TaiWan open university in teaching management and evaluating grade of the course.
